New PA License Plate Design

The “Let Freedom Ring” plate, featuring the Liberty Bell, will be rolled out next spring — a year ahead of the nation’s semiquincentennial celebrations. You can sign up to get updates on when it’ll be available to order. [PennDOT]

School Funding Holds Up State Budget

State legislators are at odds over how much more funding should go to public schools — an issue that’s delaying the budget. Lawmakers are supposed to come up with a new system for funding public schools after a Commonwealth Court judge ruled the current system is unconstitutional, but Democrats and Republicans disagree about how to measure student poverty and determine which schools most need more money. Festival Bill Passes Without Funding

Pittsburgh’s City Council unanimously approved a fund to support parades, festivals, and other events impacted by COVID-19. The legislation was meant to draw on $2 million of federal pandemic relief funds set aside for artists, but that money is already “earmarked for other initiatives,” which, for the moment, leaves the new festival fund empty. Labor Protection for Medical Cannabis

Medical marijuana patients could get added to the city’s list of protected classes. Under a new proposal from council, employers would be barred from randomly testing people for cannabis if they have a prescription. The bill includes exceptions for some jobs, including positions where an employee has to carry a gun or handle chemicals. [90.5 WESA]
