I hope you’re hungry, neighbor! It’s Día de los Muertos, and we’re sharing an expansive guide to all kinds of Latin American food in Pittsburgh on today’s City Cast Pittsburgh podcast.

What's CITY Talking About?
Your Water Bill Is Going Up
The Pittsburgh Water and Sewer Authority wanted to bump its rate by 60% over the next three years but landed on an agreement with the state to increase just 16% in 2024. PWSA is also launching an assistance plan for low-income residents to get a discount. [90.5 WESA]

U.S. Steel Debuts Electric Locomotive
After 122 years of gas power, U.S. Steel converted two locomotives at its Mon Valley plants to batteries — a $2.3 million project in partnership with the state. The trains, which haul tons of steel, coke, scrap metals, and iron ore for steel production, are expected to reduce emissions equivalent to 7,000 gasoline-powered vehicles. [TribLIVE]
New Support for Overdose Victims
Pittsburgh City Council approved a $1 million pilot program, the Post Overdose Support Team (POST), that will deploy peer recovery specialists and case managers after EMS respond to an overdose. POST, which will focus first on Downtown and the South Side, is funded through a federal grant from the Substance Abuse and Mental Health Services Administration. [TribLIVE]
Funds for Pittsburgh Film
The Pittsburgh Film Office got a $200,000 grant from Citizens Bank to cover hands-on makeup and wardrobe education tracks for CREATE PA, a workforce training program launched earlier this year. Film office leader Dawn Keezer says it's the only film industry training program of its kind outside New York City. [Pittsburgh Film Office]
