Zappala, Dugan Debate for DA Race

Incumbent District Attorney Stephen A. Zappala Jr. and chief public defender Matt Dugan are essentially doing a rematch of the Democratic primary; Dugan beat Zappala, but Zappala got enough votes to run as a Republican. Debate topics included racial disparities in the criminal justice system, whether Allegheny County should reopen Shuman Detention Center, and what should be done about the open-air drug transactions happening in Downtown. Is Pittsburgh’s Sports & Entertainer Tax Legal?

Pennsylvania’s Commonwealth Court heard arguments last week in a case over the city’s 3% tax on professional athletes and entertainers who perform at publicly funded facilities. The fee currently helps to finance facility operations at Acrisure Stadium, PPG Paints Arena and PNC Park. A seven-judge panel will decide if this is constitutional, but a verdict isn’t expected for several months. [TribLIVE]

Pittsburgh Isn’t Growing. Is That Actually a Bad Thing?

A few weeks ago, Pittsburgh (quietly) got a lot bigger — not because some huge influx of people moved here, but because the White House decided to redraw the boundaries of our metro population. Now we’re eight counties instead of seven. But despite the new boundaries, Pittsburgh as a city isn’t growing. And that got us wondering why growth is so important, and whether it might actually be a good thing to be a city settled in its size.

We took our questions to Chris Briem, a regional economist at the University of Pittsburgh's Center for Social and Urban Research.
